49 Sinotruk dump trucks exported to Tanzania!

On August 22, under the supervision of Tianjin Dongjiang Customs, 49 domestically produced “China National Heavy Duty Truck” brand dump trucks were slowly loaded onto the cargo vessel MOMI ARROW at the Pacific Terminal of Tianjin Port. These domestically manufactured dump trucks, exported on an export-leasing basis, are scheduled to arrive in Tanzania in 26 days, where they will be used for local coal mining operations. This marks the first commercial export-leasing project for domestically produced dump trucks completed by Tianjin Dongjiang.
As the Belt and Road Initiative continues to advance, China has steadily strengthened industrial cooperation with countries and regions along the route. The launch of this export-leasing initiative for domestically produced equipment is also a significant step in deepening high-quality BRI cooperation and promoting collaboration on infrastructure projects.
Unlike conventional goods exports, export leasing refers to the business in which leasing companies within comprehensive bonded zones lease leased assets to entities outside China. “Compared with ordinary goods exports, export leasing can alleviate the capital-occupation pressure on lessees and significantly reduce their costs,” said Li Wenpeng, Chief of the Emerging Trade Supervision Section of Tianjin Dongjiang Customs.
To ensure the smooth export of this batch of dump trucks, Tianjin Dongjiang Customs established a dedicated task force in advance and, in close coordination with the Dongjiang Administrative Committee and other relevant departments, convened multiple specialized meetings to gain a thorough understanding of the domestic leasing company’s needs and develop a detailed plan for review and application. The Customs assigned dedicated officers to assist the enterprise in streamlining its business processes at every stage, providing guidance on matters such as the establishment of corporate accounting records, vehicle transportation within the logistics chain, warehousing of equipment inside the Comprehensive Bonded Zone, and the filing of import–export customs declarations. At the same time, a fast-track clearance mechanism—featuring “preliminary document review and simultaneous review upon submission”—was put in place, with comprehensive, practical business support provided throughout the entire process. As a result, all customs clearance procedures, including the declaration for the entry and exit of the equipment from the bonded zone, were completed in just one day.
As the birthplace of China’s financial leasing industry, the Tianjin Dongjiang Comprehensive Bonded Zone has, over more than a decade of exploration and development, continuously promoted innovation in leasing industry regulation and transaction structures, thereby facilitating the expansion of China’s leasing sector into global markets. As of the end of July 2023, the Tianjin Dongjiang Customs had cumulatively supervised 159 leased assets, including aircraft, ships, and offshore engineering equipment, with a total value of RMB 56.944 billion—representing year-on-year increases of 72.83% and 115.13%, respectively.
Tianjin Dongjiang Customs will fully leverage the advantages of the Dongjiang Comprehensive Bonded Zone to better serve enterprises, actively promote innovation in export-leasing models for equipment-related projects, support the international expansion of China’s high-end manufacturing sector, and contribute customs expertise to the implementation of the Belt and Road Initiative.
